Health Adviser (AusAID)


The Australian Agency for International Development (AusAID) is seeking a Health Adviser to work within our country program team in the Australian Embassy, Hanoi.

Vietnam is an important partner of Australia in the region. In 2008/09, the Australian Government will provide an estimated AUD103 million to Vietnam in official development assistance.

Over the past 18 months, AusAID has been engaging in a range of health sector system strengthening (HSS) activities and is in the process of scaling up our HSS support for Vietnam, with a particular focus on human resources and health financing. For an engagement to be relevant and effective, it must be built on a strong analytical platform, informed by international best practices.

SELECTION CRITERIA

Essential
• At least 5 years experience working in health system policy, planning and management with a particular focus on health financing and/or health workforce development.
• A higher degree in a relevant health related field, such as, Health Administration, Public Health, Health Planning or Health Economics.
• Strong initiative and leadership skills, including the ability to work independently and as part of a team;
• Excellent analytical and problem solving skills, including the ability to synthesise a range of information from various sources;
• Excellent communication, interpersonal, networking and negotiation skills, including in a cross-cultural context;
• Demonstrated understanding of effective policy and planning processes;
• Excellent spoken and written English;
• Willingness to travel (domestically in Vietnam and internationally); and
• Flexibility to respond to a wide range of tasks and health-related topics as required.

Desirable
• Working experience in an international organisation or donor agency;
• Demonstrated understanding of general development context in Vietnam; and
• Demonstrated working knowledge of the Vietnamese health sector.

A competitive remuneration package will be offered based on the candidate’s abilities, experience and qualifications.

1. GENERAL DESCRIPTION
The Dutch organisation HealthNet TPO is a knowledge-driven, non-profit organization that works in areas disrupted by war, disasters and poverty. Working together with local populations it channels emergency aid into sustainable health care development.

HealthNet TPO operates in 16 countries with more than 3.000 employees where it provides expert advice and support on rebuilding and restructuring health systems, mental health, health financing and disease control. In addition HealthNet TPO conducts related social, epidemiological and medical research contributing to a better response to chronic crises worldwide. The Amsterdam head office employs approximately 20 FTE’s and is responsible for the overall management of the organization, financial management, monitoring and coordination of the projects, public health and research, human resources management, fundraising and communication.

2. PURPOSE OF POSITION
The Public Health Advisor will provide expert advise to the programmes of HealthNet TPO and is responsible for the development of a public health policy for the organisation and the implementation of new policies, strategies and interventions.

3. CORE RESPONSIBILITIES AND TASKS
• Provide expert advise to the programmes; responsible for providing strategic direction on public health issues to the field and headquarters;
• Develop and implement new health policies, strategies and interventions in collaboration with NGOs, Health Authorities and International organisations;
• Ensure the consistency of the health strategies and interventions for the countries;
• Supervise monitor and evaluate the professional content of programmes;
• Ensure that the health strategies and interventions are evidence-based and implemented in a comprehensive and cost-effective manner;
• Liaise with and provision of medical advise to collaborating NGOs, international organisations working in the health domain, Health Authorities and other network related agencies;
• Represent HealthNet TPO in technical forums;
 Prepare the chapters related to his/her responsibilities and activities in all narrative reports and proposals.

4. PROFILE
• Public health expert;
• Relevant academic qualifications (minimum Master of Public Health);
• A few years of field experience working in developing countries;
• Excellent planning, management and supervisory skills;
• Ambitious;
• Experience in networking and maintaining relationships in a management culture that is built on consensus;
• Fluency in English.

5. TERMS AND CONDITIONS
The initial contract will be for one year with the option to extend. Contract hours 32-40 per week. Terms and conditions as specified in the conditions of employment of office personnel.

Scholarship - rebuilding China's earthquake-devastated Sichuan province


The Vice-Chancellor has launched a $300,000 post-graduate scholarship fund to develop skills vital to rebuilding China's earthquake-devastated Sichuan province. The fund will provide an opportunity for ten Chinese students to study a range of one-year Masters by Coursework programs at UNSW, in fields deemed crucial to the redevelopment of the Sichuan province.

A campaign has been organised by UNSW Foundation to provide stipends of $18,000 each to the scholarship winners, to help with living expenses.

Project Officer, Evaluation, NSW Housing and Human Services Accord



Job location: Ashfield, with occasional travel to other areas of Sydney and possibly regional areas

Job description
The Project Officer - Evaluation will assist the Housing Partnerships Team with the coordination and collection of data for 15 trial projects that are being conducted between Housing NSW and a range of other government agencies and NGOs, under the Housing and Human Services Accord. These trial projects are focusing on providing housing and support to a range of clients with complex needs including young people leaving out-of-home care, juvenile offenders, adult offenders with mental illness/intellectual disability, adults and young people with disability, and families experiencing violence.

The key duties of the position will be:
    • Liaise with all stakeholders across all trials to ensure they understand the data collection requirements - this requires explaining the data collection tools. Liaison will require attending some meetings in different locations, and also following up by phone.
    • Each month, follow up all stakeholders to request the data
    • Check all data and cross-check matching of data for clients between data sources
    • Where data is inaccurate or incomplete, follow up stakeholders, and where necessary meet with them to review data requirements
    • Liaise with consultant who is conducting evaluation

The position is for up to 2 days (14 hours) per week, from June 2008 for up to 12 months. The days are negotiable and can be flexible from week to week, although there may be some specific meetings that must be attended.

The applicant
The applicant will be someone who is interested in the human services sector with a focus on people with complex needs including social disadvantage. The applicant should have a strong interest in research and evaluation.

Essential
    • Excellent organisational skills
    • Ability to manage own workload with limited supervision
    • Some experience in liaising with government agencies and NGOs
    • Excellent verbal communication skills - must be confident, diplomatic, articulate
    • Excellent written communication skills - including correspondence with stakeholders
    • Understanding of the principles of evaluation and the importance of good data management
    • Be able to use Excel and Word competently
    • Full drivers licence

Desirable
    Project management experience
